He is the Principal Investigator of the Pavement Laboratory (LAPAV) of the same University and is currently the Technical Director of ABPv, the Brazilian Pavement Association. He is experienced in road management and construction as well as research, development and innovation projects for road infrastructure. His current research streams include enforcement tools and weigh policy for road networks, energy harvesting from pavements for improved energy balance in pavement life cycle, smart technologies and instrumentation for road monitoring, pavement materials modelling, testing and structural design in addition to data science application to pavement behaviour modelling. Lélio has graduated in Civil Engineering (2003) at the Federal University of Rio Grande do Sul (UFRGS) where he also obtained his MSc degree in Geotechnics (2005) and developed his PhD thesis at the University of Nottingham - UK (2011). From December 2023 to August 2024, he is a sponsored researcher at the University of Birmingham developing a project entitled "The use of digital twins in road infrastructure - advances in the modelling of traffic behaviour and road pavements".
